Even if the energy efficiency label is attached, it does not all represent energy saving
The reporter learned from the municipal quality supervision department that the state has issued national compulsory standards for the production of energy-saving lamps and energy efficiency levels. Xu Jianer, director of the Standardization Department of the Municipal Quality Supervision Bureau, told reporters that in the national standard, energy-saving lamps involve many types of products, and energy-saving lamps for civil ordinary lighting mainly refer to fluorescent lamps. There are a variety of national mandatory standards for this kind of product, involving the production of components ranging from fluorescent lamp safety requirements, energy efficiency restrictions to fluorescent lamp pipelines.
In terms of energy efficiency standards, in 2003, two fluorescent lamp energy efficiency standards were promulgated and implemented, namely "Energy Efficiency Limit Value and Energy Efficiency Level of Double-ended Fluorescent Lamps for General Lighting" and "Energy Efficiency Limit Value and Energy Efficiency Level of Self-Ballasting Fluorescent Lamps for General Lighting". According to reports, according to the requirements of the standard, the energy efficiency level of the two fluorescent lamp energy efficiency standards adopts a three-level system. Level 1 is the highest value and the target value, and only a few products on the market can reach it, accounting for only about 5% of all products on the market. Level 2 is an advanced and efficient product, which is an energy-saving evaluation value, and products that reach level 2 can obtain energy-saving certification marks after certification, accounting for about 35%. Level 3 is the lowest level, which is the energy efficiency limit value, and below level 3 is an obsolete product, which is prohibited from being sold in the market.
Experts said that according to national standards, energy-saving lamps in the strict sense must reach the level 2 energy efficiency standard or above in order to truly play an energy-saving role. Energy-saving lamps that meet the level 2 standard can be audited and approved by the energy-saving certification body. At present, China has China energy conservation certification and some provincial energy conservation certification bodies, China energy conservation certification is entrusted by China Energy Conservation Product Certification Management Committee to "China Energy Conservation Product Certification Center" is responsible, and the enterprises that have obtained the energy conservation product certification qualification will obtain the energy saving product certification certificate, and are allowed to paste the energy saving logo on their certified products, consumers can identify and choose high-efficiency and energy-saving products according to the energy saving logo on the product or its packaging.
Consumers who have purchased energy-saving lamps or energy-saving home appliances will be familiar with energy efficiency labels. At present, there are 15 categories of products included in the energy efficiency label management. Manufacturers generally print energy efficiency logos composed of blue and white in conspicuous positions on products. However, experts told reporters that energy-saving lamps with energy efficiency logos are not necessarily energy-saving. Generally, energy-saving lamps adopt level 3 energy efficiency labels. Although some energy-saving lamps have energy efficiency labels on the packaging, if you look closely, you can find that the energy efficiency label index is red, which is the level 3 energy efficiency limit value. Therefore, experts remind consumers that to buy real energy-saving lamps, you can't just look at the energy efficiency logo, the most effective way is to look for the "China Energy Conservation Certification" logo composed of white background, blue symbol and green font on the product packaging.
According to the provisions of the "Energy Conservation Law" and the "Administrative Measures for the Certification of Energy-saving Products", only through the energy-saving certification of relevant national authorities can energy-saving products be crowned with the word "energy-saving" and pasted with the "energy-saving" logo when publicized. Therefore, when purchasing energy-saving lamps, looking at the energy-saving logo is still a more reliable way to identify.
